To punish and discourage illegal and dishonest acts, which may cause a series of disruptions in railway cars and to other passengers, the Supreme People’s Court, the Railway Public Security Bureau, and national departments have decreed that certain offenders will be limited as to how they can travel trains.
This law will go into effect from May 1st, 2018.

No Train Access for Train Safety and Ticket Crime Offenders

Those who have a record with the police or China Rail for the following shall be banned from trains for 180 days.

  1. Disrupting the order on trains and in train stations, jeopardizing public security, and causing a severe social impact
  2. Smoking on high-speed trains or smoking in the non-smoking areas on normal-speed trains
  3. Operating as ticket scalpers and ticket counterfeiters
  4. Using false certificates to buy tickets
  5. Using false or overdue tickets to take trains
  6. Taking trains without tickets or disembarking trains at stations that are past those allowed by the tickets and refusing to pay the extra fee

No High-Class Train Travel for Financial Offenders and Dishonest Citizens

Those with a record for the following shall be prevented from taking high-class seats/sleepers in China (including soft sleepers, all seats on G-trains, and all classes above and including first class seats on D-trains) for 1 year.

  1. Having the ability to pay but refusing to pay major taxes
  2. Fraud embezzlement and not paying debt
  3. Severe insurance fraud
  4. Overdue social security payments
  5. Being listed by the Supreme People’s Court as a dishonest citizen
